This session asks the question "What is comparability and how is it determined?". How comparability relates to real estate valuation and the criteria employed in determining comparability. Topics include sale selection, arms length transactions, foreclosures, short-sales, addresses how many comparables does the assessor / appraiser need to utilize and why? This topic will be an overview of the three levels of the real property appeal process and cover the basic tools of conducting an appeal at each level. This session will be a look at remembering and using the basics of each approach to value in light of the changing market conditions and work life for assessors with respect to the appeal process on all three levels. Real world examples and case studies will be incorporated, to help the assessor/ appraiser utilize one’s experience, knowledge and education. If the agency's client is the local jurisdiction and property owners are entitled to quality assessor attention, is everybody satisfied including the assessor?

Green Building in the Context of Valuation

The purpose of this session will be to rationally set the concept of green building in the context of real estate valuation.  Green building is still an emerging idea, and appraisers and assessors alike are given the difficult task of navigating its effects on value.  We will attempt to define green building, isolate its effects on various metrics, and draw a number of conclusions relating to its place in the world of real estate valuation.  Attendees of this session should walk away with a better context for green building and be aware of its potential implications for real estate valuation in the future.

A Math Review for Appraisers

This session will take a new look at math for appraisers and assessors. Topics include building measurement using ANSI standards. Statistics commonly used in mass appraisal, including the mean, median, mode, standard deviation, coefficient of deviation and coefficient of variance. The six functions of a dollar using an HP-12C. The first half of this session will be a summary of recent decisions of the Maryland Tax Court, Circuit Court, and the Appellate Courts affecting real property tax valuation and assessment.
